Request for Proposals (RFP) for Pendleton County Board of Education – Lovegrove Building Renovations

The Board of Education of the County of Pendleton, Franklin, WV, will receive sealed bids for the renovation to the “Lovegrove Building” located at 125 N. Main Street, Franklin, WV 26807. The sealed bids will be accepted until 3:00 P.M., local time on the 16th day of September, 2022, at the office of the Pendleton County Board of Educa-tion, 58 Walnut Street, Franklin, WV 26807. All bids should be marked “Lovegrove Building Renovation” and attention to Travis Heavner, Director of Facilities.

The Lovegrove Building will house the administrative offices for the Pendleton County Board of Education. Renovations will include building renovation at 125 North Main Street in Franklin, WV involving interior demolition, new partitions and finishes for offices, restrooms and meeting spaces for approximately 15 employees and public meetings. This will include, but not limited to, reworking and upgrading existing plumbing, HVAC and electrical systems.

The successful bidder will provide turn-key construction services.

All proposals satisfying the requirements of this RFP will be evaluated and scored to establish which of the bidder’s best fulfills the needs of the Owner and this project.

There will be a maximum of one week of evaluation by the Owner, after which all bidders who submitted a complete proposal will be notified of the results.

The RFP does not commit the Owner to award a contract, to pay any costs incurred in preparation of the proposal or to contract for the goods and/or services offered. The Owner reserves the right to accept or reject any or all proposals received as a result of this request, to rescind this RFP, if it is in the best interest of the Owner to do so. An award will be made in the best interest of the Pendleton County Board of Education.

The target completion date is December 31, 2022.

The bidder certifies, indicates, and acknowledges that he/she has all the appropriate licenses and insurances and meets all the requirements required by statutes of the State of West Virginia and will comply with necessary statutes for public improvements. A suf-ficient performance payment and payment bond will be required of the successful bidder. All appropriate certificates of insurance shall be provided to Owner at or before project commencement. The Owner will be named as an additional insured where ap-propriate. 1c
