The Pendleton County Commission is requesting proposals from qualified individuals or firms to provide economic development services to support the activities and programs identified and funded through the Department of Defense (DOD) Office of Economic Adjustment (OEA).

The plan should be crafted to allow the County to better understand the adverse economic impacts and evaluate a variety of ways to respond to the closure of the Sugar Grove Naval Base. This plan will include Pendleton County, and the entire Potomac Highlands Region, to include Grant, Hampshire, Hardy and Mineral Counties in West Virginia:

The Pendleton County Commission will review all proposals, and final selection will be made by a selection committee. The selection committee will select a contractor/consultant based on an evaluation and analysis of the qualifications and information enclosed within the RFP. The contract will be a best overall value contract and awarded to the proposer who best meets the minimum evaluation criteria, has the demonstrated experience and resources to fulfill the contract and best meets the needs of the project. The Pendleton County Commission reserves the right to waive minor omissions and informalities, or reject any and all bids if it is in the best interest of the Pendleton County Commission and the entire Potomac Highlands Region.
