ADVERTISEMENT FOR BIDS

SANITARY SEWER IMPROVEMENTS PROJECT

FOR THE

TOWN OF FRANKLIN

PENDLETON COUNTY, WV

Sealed bids will be received by the Town of Franklin, for a sanitary sewer system improvement project until Thursday, June 2, 2016 at 2:00 PM at the Town of Franklin Council Chambers, 305 North High Street, Franklin, WV 26807 at which time bids will be publicly opened and read aloud. The project will be bid in two (2) separate contracts.

Construction time limit is (220) calendar days with liquidated damages of one thousand dollars ($1,000.00) per day.

Sanitary Sewer System Improvements Project – Contract #1

Contract #1 consists of approximately 3,353 LF of 6″, 6,819 LF of 8″, and 1,575 LF of 12″ sanitary sewer pipe rehabilitation using U-Liner, 51 manhole insertions on the existing sewer system, 185 lateral reinsertions, reconnection of existing sewer line in two locations, three tie-in’s to existing manholes, removal and replacement of approximately 145 LF of 4″, 1,873 LF of 6″, 913 LF of 10″ PVC SDR 35 and 21 LF of 4″ Ductile Iron Class 350 gravity sewer line, removal of approximately 895 LF of 10″ PVC SDR 35, installation of approximately 1,216 LF of 10″ PVC SDR 35 gravity sewer line, 728 LF of 4″ PVC SDR 35 service lateral, 11 new manholes, the removal and replacement of 16 manholes, the removal of 2 manholes, and all related appurtenances to fully complete the contract.

Sanitary Sewer Improvements – Contract #2

Contract #2 consists of improvements to the chlorine outfall structure, upgrading the existing pump station, new blower installation, relocation of the chart recorder, removal and disposal of 500,000 gallons of existing sludge, replacement of the existing lagoon pond liners, replacement of the floating baffles, chlorination improvements, new bar screen conveyor system, the removal/reinstallation of the aeration system, and all related appurtenances to fully complete the contract.

Contract Documents, Plans and Specifications may be downloaded from an FTP site at no cost to the bidder. Bidders can obtain FTP site access information by calling Stantec at (304) 367-9401. Contract Documents, Plans and Specifications may also be obtained at Stantec, 111 Elkins Street, Fairmont, WV 26554, upon a nonrefundable payment for Contract #1 of FIFTY ($50.00) DOLLARS, Contract #2 FIFTY ($50.00) DOLLARS, plans will be available beginning May 4, 2016, at 8:00 am. Check or money order only, made payable to Stantec. Contract documents will be mailed upon receipt of payment.

A MANDATORY PRE-BID CONFERENCE will be held on May 19, 2016, at 10:00 a.m., at The Town of Franklin Council Chambers, 305 North High Street, Franklin, WV 26807. Conference with Engineer, bidders, City Officials, funding agencies, and others directly concerned, for explanation of bidding, contract documents, project site familiarization, and for answering questions pertinent to the project. ATTENDENCE BY BIDDERS IS MANDATORY IN ORDER TO BE ELIGIBLE TO BID ON THE PROJECT.

A two-envelope system will be used. Each Bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Receipt of Addenda, Bid Bond, Power of Attorney, EEO Certification of Compliance, and all other necessary documents as required on the Bid Opening Checklist. Envelope No. 2 must be a separate sealed envelope marked “Bid Proposal” and must contain the completed and signed “Bid Proposal Form”. Both envelopes must have the following information in the lower left hand corner.

Name and address of Bidder, Bidder’s WV Contractor’s License Number, “Bid on Sanitary Sewer System Improvement Project, “Contract # and Title”, for the Town of Franklin, 305 North High Street, Franklin, WV 26807. To Be Opened at 2:00 p.m., June 2, 2016.

The main envelope, “Envelope No. 1”, will be opened first and checked to ensure that all documents are in order. If the documents are found to be in order, then “Envelope No. 2” containing the “Bid Proposal Form” will be opened and publicly read aloud. If the documents are not in order, the envelope containing the “Bid Proposal Form” will not be opened and the Bid will be considered non-responsive and returned to the Bidder.

A bidder may not withdraw his/her Bid for a period of ninety (90) days after the date set for the opening of bids.

Bids shall be accompanied by a certified check or bid bond payable to the Town of Franklin, in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.

Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Works Hours Safety Standards Act, and the WV Act on Wages for Public Improvements.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Town of Franklin reserves the right to reject any or all bids, to award the bid to other than the low Bidder, to accept any or all alternatives and, in general, make the award in any manner deemed by it, in its sole discretion to be in the best interest of the Town.

All Bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.

SUSPENSION AND DEBARMENT

Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.

AMERICAN IRON AND STEEL REQUIREMENT

P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.
