Proposals will be received by the West Virginia Parkways Authority via Bid Express for:

BRIDGE PAINTING CONTRACT BP-2-26
BRIDGE 3072 N&S MILE 81.90 – Approximately 8,118 sf of paint
BRIDGE 3081 N&S MILE 90.32 – Approximately 3,938 sf of paint
BRIDGE 3085N MILE 94.20 – Approximately 13.475 sf of paint and Approximately 11,625 sf of concrete coating
BRIDGE 3085S MILE 94.20 – Approximately 10,813 sf of paint and Approximately 11,475 sf of concrete coating

PAPER BID SUBMISSIONS WILL NOT BE ACCEPTED AND ALL BIDS MUST BE SUBMITTED ELECTRONICALLY VIA BID EXPRESS. All work under this contract shall be completed by June 30, 2026.

This project is located on the West Virginia Turnpike and consist of spot painting the exterior fascias and abutment steelwork – extending five feet – on Bridges 3072 and 3081. Additionally, the scope involves fully repainting the steelwork, coating all substructure units and parapet walls, including the overhangs, of Bridges 3085N and 3085S.

Proposals will be received via Bid Express until 3:00 PM DECEMBER 2, 2025 at which time said proposals will be publicly opened and read at the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306. Results may also be heard via teleconference by dialing this number and entering the participant code: (816)-702-6618, 919221868#. No bids will be received after the scheduled opening.

Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Contract Documents without Standard Specifications or other referenced standards can be obtained from www.bidexpress.com. Proposals must be made via Bid Express in the manner designated in the specifications, and must be accompanied by a CASHIER'S or CERTIFIED CHECK or BID BOND in favor of the West Virginia Parkways Authority, FOR AN AMOUNT EQUAL TO FIVE PERCENT (5%) OF THE AMOUNT OF THE PROPOSAL OR $2,000 WHICHEVER IS THE GREATER, and must be delivered to the office of the West Virginia Parkways Authority, Administration Building, 3310 Piedmont Road, Charleston, West Virginia 25306 on or before the day and hour named. Bid bonds may instead be submitted electronically via Bid Express. ANY BID THAT IS NOT ACCOMPANIED BY A BID BOND DELIVERED ELECTRONICALLY VIA BID EXPRESS OR A CASHIER'S CHECK, A CERTIFIED CHECK, OR A BID BOND DELIVERED AT THE PLACE DESIGNATED ABOVE ON OR BEFORE THE DAY AND HOUR NAMED WILL BE CONSIDERED IRREGULAR.

All bids submitted by bidders who have been debarred or declared ineligible by the Director of the Purchasing Division shall be rejected.

The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.

REQUEST FOR PROPOSAL

The West Virginia Parkways Authority will receive sealed proposals for the following:

10,000 lb. Forklift

Proposals will be received at the office of the WV Parkways Authority, Beckley South Building, 374 George St, Beckley, WV, until 2:00 PM on Monday, December 1, 2025.

If proposals are mailed via U.S. Postal Service regular mail, they must be addressed to: Attn: Director of Purchasing, WV Parkways Authority, 374 George St, Beckley, WV 25801. Please note that mail is picked up by the Authority once daily between 12 PM and 2:00 PM.

Proposals delivered via Drop-Off, Express Mail One-Day Service, Federal Express (FedEx), United Parcel Service (UPS), or similar services must also be sent to the above address, with attention to Director of Purchasing.

It shall be the proposers' responsibility to determine their method of transmittal such that their proposals will arrive in the Authority's office at least 5 minutes prior to the scheduled proposal opening. Proposals received in the Authority's office after the scheduled opening will be returned to the bidder unopened. All proposals must be enclosed in a sealed envelope bearing the name and address of the proposer and must be marked "10,000 lb. Forklift Unit". FAX OR EMAILED PROPOSALS WILL NOT BE ACCEPTED.
