MORGANTOWN UTILITY BOARD
REQUEST FOR PROPOSAL TO PROVIDE COMPENSATORY MITIGATION
FOR IMPACTS TO WATERS OF THE U.S.

The Morgantown Utility Board (MUB) plans to construct a raw water storage reservoir on the upper reach of Cobun Creek stream near Morgantown, West Virginia, and seeks proposals to provide compensatory mitigation required for impacts to waters of the U.S. related to said project. The submission of the proposal shall be due no later than 2:00 p.m., November 16, 2016.

Based upon the review of the proposals of each Respondent, firm(s) will be invited for interviews with the selection committee. Said interview(s) shall be by invitation only.

The evaluation and selection of the Respondents and will be conducted on the basis of demonstrated competence, qualification for services and the proposed cost. The selected Respondent must satisfy the standard insurance requirements of the Morgantown Utility Board, and provide certificates of insurance conforming to same. Copies of insurance requirements are available upon request.

"DBE REQUIREMENTS"

Each Respondent must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The Respondent commits itself to the program for DBE participation and all other requirements, terms, and conditions of the proposal conditions by submitting a properly signed proposal.

The Respondent agrees to make "good faith efforts" to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term "subcontractor" includes all construction, modification, and service work contracted for by the Respondent in the execution of the work under this contract.

"SUSPENSION AND DEBARMENT"

Recipient shall not entertain the use of businesses that are listed on the "System for Award Management (SAM)" at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
