REQUEST FOR QUALIFICATIONS
Project Overview
The Monongalia County Commission is seeking qualified companies for the design and development of a new custom website. The website should be designed to better service the needs of the public in a user friendly and intuitive fashion.

Scope of Services Required
Consultants will be required to deliver the following:
● In-house design and development of a custom CMS based website
● Project management oversight
● In-house professional guidance both technical and design based
● In-house programming expertise
● Communications support
● Website management training and support

Technical Requirements
The website should be built on an established Content Management System (CMS), in a user-friendly format, allowing for in-house modification, updating, and editing by users with limited technical skills. The new website should be fully responsive allowing the site to be optimized for viewing on any screen size or device.

In addition, the consultant in conjunction with the in-house IT staff may be required to oversee the hosting, security, and automated back-ups of the website to ensure system integrity.

Timeline
The project should be completed within a realistic timeframe. Ideally, the desired turnaround for this project is 90 – 120 business days. The Consultant will be required to provide a project deliverables timeline once the website architecture and specific deliverables have been determined.

Consultant Qualifications
Consultants should possess the following qualifications:
● Experienced in-house web designers and developers
● Experienced in-house project management personnel and strategic oversight
● Ability to build custom websites (non-template) based on an established CMS platform
● Ability to educate and train users of the website for management purposes
● Ability to provide ongoing support as needed
● Ability to provide photography and content creation as needed

Submission Guidelines
Submissions should clearly address the consultant qualifications and requirements outlined by the Commission. The specific website architecture and cost will be finalized once a qualified Consultant has been selected.

All submissions must be addressed and submitted to the Monongalia County Commission, 243 High Street Room 202, Morgantown, West Virginia, 26505, no later than 10:00 a.m. eastern time, on June 28, 2017. The Monongalia County Commission will afford full opportunity to minority business enterprises who submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the basis of race, creed, color, sex, age, disability, or national origin in the contract award.
