ADVERTISEMENT FOR BIDS

MINERAL WELLS PUBLIC SERVICE DISTRICT
WOOD COUNTY, WEST VIRGINIA
WATER SYSTEM IMPROVEMENTS

Mineral Wells Public Service District (Owner) is requesting Bids for the construction of the following Projects:
Water Meter Installation, Contract 17-2
Water System Improvements, Contract 17-3

Separate sealed Bids for Water Metering Improvements, Contract 17-2; and Water System Improvements, Contract 17-3 will be received at the offices of the Mineral Wells Public Service District located at 53 Fox Run Drive, Mineral Wells, West Virginia 26150, until Tuesday, February 6, 2024, at 11:00 a.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Water Metering Improvements, Contract 17-2. Furnish approximately 2,238 positive displacement meters with transmitter for meter sizes ranging from 5/8-inch by 3/4-inch to 2-inch; furnish approximately six (6) compound meters with transmitters for meter sizes ranging from 3 inch to 4-inch; furnish mobile data collector unit and transceiver for use with existing meter reading system, and install meters with transmitters in existing meter pits for approximately 2,149 meters ranging in size from 5/8 inch by 3/4-inch to 2-inch; and approximately six (6) compound meters ranging from 3-inch to 4-inch; together with necessary appertaining work.

Water System Improvements, Contract 17-3. Construction of approximately 1,820 lineal feet of 8-inch water main and 5,700 lineal feet of 6 inch water main including gate valves, hydrants and water service reconnections; replacement of 25 hydrant assemblies; installation of 10 new hydrants; water storage tank improvements including access road improvements and installation of mixing equipment; booster station improvements including fencing and installation of standby generators; Pettyville Booster Station pumping improvements; installation of stand-by generator for office/garage complex; construction of approximately 89 meter pits for existing services including installation of meter with transmitter as furnished by Owner; telemetry improvements; together with necessary appertaining work.

Copies of the Bidding Documents may be purchased from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. Bidding Documents are available for purchase for the amount noted below for each set (non-refundable):

Water Meter Installation, Contract 17-2 $100 per set
Water System Improvements, Contract 17-3 $200 per set

A pre-bid conference for the Project will be held on Wednesday, January 17, 2024, at 11:00 a.m. at the offices of the Mineral Wells Public Service District, 53 Fox Run Drive, Mineral Wells, WV 26150. Attendance at the pre-bid conference is encouraged but not required.
A bid Bond (Penal Sum Form) executed by the Bidder and a Surety Company approved by the Mineral Wells Public Service District in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Each bidder agrees to make “positive efforts” to subcontract a portion of the total value of the Contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term “subcontract” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this Contract.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed.
American Iron and Steel. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

The following waivers apply to this Contract: De Minimis, Minor Components,
Pig iron and direct reduced iron

The Mineral Wells Public Service District reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best Bidder. Each proposal must contain the full name of every person or company interested in the same. The Mineral Wells Public Service District reserves the right to waive any informalities or irregularities in the Bidding.
