PUBLIC NOTICE IS HEREBY GIVEN that The Blennerhassett Volunteer Fire Department, Inc. will meet April 10, 2024 at the firehouse, located at 5711 Dupont Road, Parkersburg, WV 26101 at 7:00 PM, in a public hearing pursuant to the requirements of Section 147 (f) of the Internal Revenue Code of 1986, as amended, on a proposal that the Lessee enter into a Lease-purchase agreement with Republic First National Corp. under the “Code” in order to finance the acquisition of equipment. The equipment to be financed consists of One (1) New Pierce Mini Pumper (the “Equipment”) and will be located at the firehouse in Washington, WV 26181. To finance the costs of such Equipment and to pay costs and expenses incidental to the financing, the Lessee proposes to enter into the Lease-purchase agreement with Republic First National Corp. in the maximum aggregate principal amount of $525,000.00. The Lessee will be required to pay all expenses of the operating, maintaining, and insuring the Project and to pay all taxes on the Equipment. The rental payments due pursuant to the Lease-purchase agreement will be payable and secured by a security interest Lien on the Equipment above here mentioned. All persons interested may appear and be at said time and place or may file written comments with the department prior to the hearing set forth herein above. April 3, 2024. ACTION: Notice of Availability of an Environmental Assessment

SUMMARY: Notice is hereby given that the Rural Housing Service (RHS), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Randolph County Development Authority of Elkins, West Virginia. The Randolph County Development Authority is proposing to construct a 16,000 square foot events center at the former Elkins Railyard site. The County has submitted an application to RHS for funding of the proposal.

SUPPLEMENTARY INFORMATION: The Randolph County Development Authority proposes to construct a single-story building with half of the building dedicated to theater style seating that is flexible for a variety of performances and events. The other half of the building will be designed for flexible open space for exhibition, event setup, and the capabilities to create breakout rooms for conferences. A catering kitchen, restrooms, heritage exhibition space, and administrative/ operational spaces have also been factored into the preliminary design. The project will also include the construction of surface parking for vehicles and buses, driveways, green space, and utility infrastructure necessary to operate the building. The total land disturbance for this project to construct the building, parking, and roads associated with the events center will be 4.6 acres. The project construction and staging will take place entirely on property owned by the Randolph County Development Authority and will not impact access to other businesses or services in the area. All proposed work will take place within previously disturbed areas.

The Thrasher Group, an environmental consultant, prepared an environmental assessment for RHS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. If implemented, the project will adversely affect a property that is listed or eligible for listing with the National Register of Historic Places. In accordance with RHS, the State Historic Preservation Office, and the applicant are preparing a Memorandum of Agreement. This public notice is also intended to solicit comments on the potential adverse effect on this property. RHS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project.

The environmental documentation regarding this proposal is available for review at USDA Rural Development, 1550 Earl L. Core Road, Suite 101, Morgantown, WV 26505, or the Randolph County Development Authority, 10 Eleventh Street, Suite A, Elkins, WV 26241. Questions and comments should be sent to RHS at the address provided. RHS will accept questions and comments on the environmental assessment for fifteen (15) days from the date of publication of this notice.

Any final action by RHS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
