Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain Date of Publication: 6/23/2026 TO: All Interested Agencies, Groups, and Individuals: This is to give notice that Gallia County, Ohio, has determined that the following proposed action under Community Development Block Grant, Ohio Department of Development grant number 25NR-1AY-25CDBG, is located in the 100-year floodplain, and the County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action as required by Executive Order 11988, Floodplain Management, in accordance with HUD regulations 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management. Project Name: GC Senior Center Hike-Bike Access Reconstruction Project. Gallia County will assist Gallia County Senior Center to reconstruct access to the OOMPD Hike-Bike Trail by construction of ditching, culverts and asphalt pavement. The construction area will be located behind the buildings from the rear parking lot to the OOMPD Hike-Bike Trail. The current access condition has been damaged by uncontrolled rainwater flow causing erosion, rills and gullies on the walkway, making it an unsafe access point for the public, especially senior citizens. The reconstruction will include construction of a 295 LF access walkway with 295 LF drainage ditch, 50 LF of 12″ plastic culvert and 60 LF of 18″ plastic culvert to be installed to control storm water flow in the area of the access walkway with 4″ of asphalt pavement as the end result for a safe walking surface. No above ground structures will be located within the floodplain. No adverse impact to the floodplain is expected as improvements will be in-ground and within the footprint of the existing access walkway and will result in no change in grade or elevation. Source of Funds: Ohio Department of Development Community Development Block Grant-Community Development Grant funds and local matching funds from the Gallia County Council on Aging. Project Location: at the rear corner of the parking lot behind the 911 Center located at 1191 SR 160, Gallipolis, Ohio 45631. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Any interested person, agency, or group wishing to comment on the project may submit written comments for consideration to the Gallia County Commissioners Office at 18 Locust Street, Room 1292, Gallipolis, Ohio 45631 by 4:00 p.m. on 7/8/2026, which is at least 15 calendar days after the publication of this notice. A full description of the project may be reviewed from 8:00 am to 4:00 pm Monday thru Friday, except holidays, at the Gallia County Commissioners Office at 18 Locust Street, Gallipolis, Ohio 45631.
