Separate sealed Bids for the construction of City of Belpre, Farson Street Water System Improvements, Contract 21-1 will be received by the City of Belpre at 715 Park Drive, Belpre, OH 45714 until 11:00 o’clock a.m. (local time), August 10, 2021, and then at said office publicly opened and read aloud.

The work covered by the Contract Documents includes the following:

Contract 21-1 – Farson Street Water System Improvements – Construction of 1,430 lineal feet of 10-inch water main; railroad crossing; gate valves; hydrant; and water services, together with necessary appertaining work.

The engineer’s estimated construction cost is $254,000.

Copies of the Bidding Documents for Contract 21-1, Farson Street Water System Improvements may be purchased from Burgess & Niple, Inc. (Issuing Office) upon payment of $100.00, none of which will be refunded.

To be considered a plan holder and to receive Addendums, prospective Bidders must obtain Bidding Documents from Burgess & Niple, Inc. (Issuing Office). Bidders must be on the Issuing Office’s plan holder list for their bid to be considered responsive.

A pre-bid conference will be held at 10:00 a.m. local time on July 29, 2021 at the offices of the City of Belpre located at 715 Park Drive, Belpre, OH 45714. Attendance at the pre bid conference is highly encouraged but not mandatory.

Proposals shall be accompanied by a Bid Guaranty and Contract Bond meeting the requirements of Sec. 153.54 ORC executed by a surety company authorized to do business in the State of Ohio in the full amount of the proposal. In lieu of a BID BOND, a certified check or cashier’s check in the amount of ten percent (10%) of the proposal will be accepted. BIDS shall be clearly marked on the outside of the package for the pertinent contract; “Bid for the City of Belpre, Farson Street Water System Improvements, Contract 21-1.”

BIDDERS must comply with the prevailing wage rates on Public Improvements in Washington County, Ohio as determined by the Ohio Bureau of Employment Services.

All Contractors and Subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services and labor in the implementation of the project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 (excluding ORC Section 123.151), the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

Attention to the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents.

Proposals shall be completed and properly executed in the proposal bid package supplied in the Specifications. Successful Bidders shall be required to comply with all laws pertaining to minimum wage and discrimination of persons.

The City of Belpre reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The City of Belpre reserves the right to waive any informalities or irregularities in the Bidding.
