ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the WestRidge Phase 3 – Package 3 Paving & Utility Package will be received by West Ridge, Inc., in the Liam Conference Room at the Courtyard by Marriott, located at 460 Courtyard Street, Morgantown, WV 26501 from 1:00 P.M. – 3:00 P.M. local time on Friday, September 08, 2017 at which time the Bids received will be publicly opened and read.
The approximate quantities of work to be bid upon are described as follows:
Construction of a 4,500 LF +/- of a multi-lane arterial road connecting WestRidge Phase 1 with the WestRidge Phase 3 Business Park, and 2,350 LF +/- of roads within the Business Park. Project consists of paving, utilities infrastructure, storm sewers, sidewalks, lighting, and landscaping.
Milestone substantial completion dates are:
Coordination & Scheduling of Work by Others – November 01, 2017
Project Completion – December 01, 2018
Liquated damages shall be $2,500 per calendar day.

• Bidding Documents issued as hard copy drawings and hard copy specifications are available for $515.00 per set.
• Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $35.00 per set.
Amounts paid are not subject to refund.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two-envelope system will be used.
Envelope No. 1 must have the following information presented on the front:
Name and address of Bidder
Bid on: WestRidge Phase 3 Package 3 – Business Park Paving & Utility Package
Received by: West Ridge, Inc.
Envelope No. 2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these bidding documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal” , will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A Bidder may not withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to West Ridge, Inc., in an amount equal to ten percent (10{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bids.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.
All Bidders are required to have a West Virginia Contractor’ s License per Section ยง21-11-11 of the West Virginia Code.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to the respective Bidder(s).
West Ridge, Inc. reserves the right to reject any and all bids.
A MANDATORY pre-bid conference will be held at 10:00 A.M. local time on Friday, August 18, 2017 in the Liam Conference Room at the Courtyard by Marriot, located at 460 Courtyard Street, Morgantown, WV, 26501.
