REQUEST FOR PROPOSALS FOR PROJECT ACCOUNTANT
The City of Gary, McDowell County, West Virginia is in the process of obtaining professional accounting services necessary to complete the City of Gary Critical Needs Water System Improvements Project.
The project will address urgent deficiencies within the City's water treatment and distribution system through the rehabilitation of existing sand filters at the water treatment plant and the cleaning of distribution system storage tanks. These improvements are necessary to improve water quality, restore operational efficiency, and enhance the reliability of the public water system. The project will involve the procurement of materials and services necessary to complete the filter rehabilitation and tank cleaning activities, ensuring continued delivery of safe and dependable drinking water to the City's customers.
The selected accountant will provide accounting services to prepare the Rule 42 Exhibit to accompany the IJDC application as well as the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission in addition to any other services needed in relation to the project. The accountant will work closely with the project's engineer, administrator and legal counsel.
The project is anticipated to be funded solely through the West Virginia Infrastructure and Jobs Development Council (WVIJDC) Critical Needs Program.
Procurement of said services shall be in accordance with 2 CFR 200.320 (d). The contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the City of Gary, price and other factors considered including familiarity and expertise with this type of project.
All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule and ability to complete work as needed on this project in a timely manner.

Proposals will be accepted until 4:00 p.m. on July 6, 2026.
The project is anticipated to be funded solely through the West Virginia Infrastructure and Jobs Development Council (WVIJDC) Critical Needs Program.
All work will be performed in accordance with the regulations issued by the funding agency and the State of West Virginia appertaining thereto.

The City of Gary reserves the right to accept or reject any and/or all proposals. The City of Gary also reserves the right to negotiate the fee for services.
